I think it's more realistic to make some vassals refuse to convert and starts a civil war. Think about Rohan, if Théoden really converts and allies with Saruman and Sauron, Eomer, Erkenbrand and some others would revolts!

I agree, and on a related note, can an event force Grima to be Theodens regent from game start, with a incapable trait (or part of his corrupted)

We can maybe use a "possessed" trait that make the character incapable?

I can add it so that he will become possessed at the right date. The only thing is I'm not sure that Grima will be chosen as regent without writing an event that forces it. (Regents can't be added in history files, or at least not yet).

Balrogs, Valar, Enigma, Ents and Trolls (if added) should also be prevented from choosing. I'm not too sure about Elves either, as Maeglin was the only one who ever allied with Morgoth/Sauron.
